UnILiON is organising the next Open Talk on How will the EU’s new Performance Framework Regulation (2028–2034) shape FP10, its work programmes, and the daily work of researchers?
Today, DG RTD monitors whether Horizon Europe delivers on its objectives — from scientific breakthroughs and intellectual property to job creation. DG EAC performs similar assessments for Erasmus+. These findings feed into the annual Programme Performance Statement, which in turn influences future work programmes and directly affects researchers and professors.
From 2028 onwards, DG BUDG will take over this role: all KPIs of all EU funding programmes will be integrated into the Performance Framework Regulation, with a stronger focus on communicating the impact of EU-funded activities to European citizens.
This Open Talk will explore:
- the Commission’s proposal of 16 July 2025 on the Performance Framework 2028–2034 and its implications for the next MFF and Horizon Europe;
- performance indicators, including the Do No Significant Harm (DNSH) principle and gender, and how these relate to research priorities.
Speaker: David Davines, European Commission, DG BUDG Date: 17 November 2026 | 12:30–14:00
Organisers: Free University of Bolzano and Ghent University
